Search engine Optimization...it has ranking of organic search engine  . on and off page optimization,
Search Engine Marketing....SEM i related to tarffic no matter paid or free.

In short SEO is branch of SEM, SEO mainly on the value of the website and the network (easy to reach your website from backlink) but SEM is aim on the traffic.
